The Advisory Committee will hold a public meeting on Tuesday, November 5, 2019 at 7:00 pm, Room 103 of Town Hall to review and possibly vote on the following Warrant Articles:

Please note: All times are approximate and subject to change.  People with an interest in being present for the discussion and vote on a particular item should arrive 15 minutes before the nominally scheduled time for that item.

7:00 pm Article 24 – Amend Article 3.14 of the Town’s General By-laws pertaining to the Commission for Diversity, Inclusion and Community Relations and Citizen Complaints. (Arthur Wellington Conquest III, TMM Pct. 6, petitioner)

7:30 pm  Article 21   Adoption of a new General By-Law prohibiting new fossil fuel infrastructure in major construction. (Jesse Gray, TMM, Pct.10, petitioner) 

8:30 pm Special Town Meeting  #2, Article 1 – To see if the Town will request that the Select Board file a Home Rule Petition to allow any citizens in the Town of Brookline, notwithstanding the provisions of G.L. 51, Sections 1 and Section 47A, who have reached the age of 16 or older, to register and vote in municipal elections within the Town, or to take any other action relative thereto. (Select Board)

9:00 pm  Special Town Meeting #3, Article 1 (Paul Warren, TMM, Pct.1, petitioner) – Amend General By-laws Section 8.37.5, paragraph B.5: Reduction in hours of operation of marijuana retailers. 

9:30 pm  Special Town Meeting #3, Article 2 (Paul Warren, TMM, Pct. 1, petitioner) – Amend General By-laws Section 8.37.5, paragraph B by adding new subsection 18  (to apply to Marijuana retailers and not to Medical Marijuana Treatment Centers : Change to reservation-based pick-ups and appointments at marijuana retailers 9:45 pm  

10:00 pm  Special Town Meeting #3, Article 3 (Paul Warren, TMM, Pct. 1, petitioner)  – Resolution: moratorium on additional licenses for marijuana establishments and the establishment of a study committee to assess the effectiveness of Brookline’s marijuana by-laws and policies, with the study committee’s findings and recommendations to be reported no later than March 1, 2020.

The public is invited to attend however this meeting is not a public hearing so public comments will not be taken at the meeting. The Advisory Committee welcomes written comments, which will be circulated to members of the Committee if they are sent to no later than 12:00 noon on the day of the meeting. Subcommittees of the Advisory Committee hold public hearings on any matter on which the Advisory Committee makes a recommendation to Town Meeting. Members of the public are encouraged to attend subcommittee public hearings if they wish to comment on any item under deliberation by the subcommittee.

Any member of the public may make an audio or video recording of an open session of a public meeting. They must first notify the chair and must comply with reasonable requirements regarding audio or video equipment established by the chair so as not to interfere with the meeting.
